Prior Written Notice, Decoded

The school said no in the hallway. Or a form came home folded in with the field trip permission slip, and you could not tell whether it was a decision or a formality. Or the meeting ended and you drove home unable to say what had just been decided.

Every one of those moments has a document attached to it. Federal special education law requires the school to put its decisions in writing, before it acts on them, whenever it proposes or refuses to change your child's identification, evaluation, placement, or services. The document is called prior written notice, and it has to contain seven specific things, including the other options the team considered and why it rejected them. Almost nobody teaches a parent to read one.
